Nneka Shelton
Managing Partner, Lead advisor
Born in Washington, DC, Nneka’s interest in construction, zoning and permitting began after a career in Risk Management and Insurance in Atlanta, GA. She transitioned her skills of managing client needs in insurance consulting to client needs in construction consulting. Today, Nneka serves as the company’s Lead Advisor. She works with homeowners, architects, contractors and real estate developers on permitting and zoning projects. In 2019, Nneka completed the Professional Construction Manager course from Construction Management Association of America (CMAA). The following year she enrolled in the Georgetown University Master’s program for Real Estate, her expected graduation date is December 2022.
Monique Horn
Administrative Assistant
Monique Horn brings over 20 years of experience in the medical field. Originally from Detroit, Michigan, she has worked in various capacities - from private nursing to working in facilities - and has traveled extensively throughout the East Coast.
In 2008, she decided to make Atlanta her home, where she has continued her passion for helping people, solving problems, and working collaboratively with others. She is excited to embark on this new career path and explore a completely different environment.
In her spare time, you can find her whipping up delicious meals in the kitchen, caring for her furry friends, and traveling to new and exciting destinations.
Anjanette Watson
Executive Assistant
Born in Washington, DC, Anjanette joined Shelton Group CS following a career in Project Management with various private and public sector entities within the Washington, DC metropolitan area. She transitioned her skills of business analysis and technical consulting of information systems to assisting Shelton Group CS in construction consulting. Today, Anjanette serves as the company’s Executive Assistant. She supports the Lead Advisor to advance and facilitate directives for the company's zoning and permitting projects. Anjanette holds a B.S. degree in Information Systems Management from University of Maryland Baltimore County and a Notary Commission with the state of Maryland.
James and Robert's careers led them to work 20+ years for the Department of Consumer and Regulatory Affairs (DCRA). At DCRA, Robert excelled as a sheeting and shoring inspector. James Shelton propelled his career to management positions in several different branches of the Building Inspection Division of Washington D.C.

The history of the company began with native Washingtonian brothers James and Robert Shelton. Working in construction from the early 1960's to 1970. Studying architecture at Howard University, James Shelton honed his passion for construction and began to work with Shelton and Sons, at the time his father’s construction company, full-time.
In September of 2023, Robert Shelton passed. He is survived by his older brother James Shelton and daughter Nneka Shelton.
